Is there any help with a rogue car dealer from this site?

I was directed from this site to a car for sale by Montero Motors, 1101 Finch
Avenue West UNIT #1-2, Toronto, ON, M3J 2C9, Canada and he still hasn't
sent the certification for the car I bought from him. I asked for it and this guy
"Jason" wants another $1,000.00 for he certificate. Do I have to sue?
