Not likely. If you've replaced the bulb and that isn't the problem, sometimes the bulb holder shorts out. You could test that by removing both and swapping sides( I believe they're the same) so you know that current is reaching the bulb holders. This may be caused by a cracked taillamp lens, allowing moisture in.
