Ok so I got the vacuum pump changed yesterday... Went to pick it up and thats wen I heard the sound ... The manager said sometimes iol leaks wen the change it and can't prevent it from getting on other parts of the car... I think he said it probably got on the steering rack
The rack is sealed no exposed moving parts,if it's the power steering pump belt,yes oil on that will make noise,you can clean it off with brake cleaner and see if noise goes away,if not you may need to replace belt.
you can also try silicone spray to quiet it down after you clean it. Your welcome.
The oil return galley has chambers inside that can go bad and cause a noise that sounds like a bad belt or squeal especially on deceleration. Once the PCV return galley is replaced the noise goes away. I was chasing what I thought was a serpentine belt/tensioner issue that turned out to be this $124 oil return galley.
