2012 Jetta passenger headlight isn't working, I've changed the bulb and
checked fused F19, help? I've also tried other known good bulbs/fuses, nothing.

Doesn't sound like the socket is getting power to it. Check upstream from the bulb to determine where it is loosing it. Relays, connectors, etc.

OK Brother..., DMM and Test Lamp needed. This is the diagnostic procedure we gon'na do: HeadLights Circuit Components Check: Remove HeadLight Lamps from vehicle.disconnect socket from HL-Lamps and remove bulbs. Turn ignition switch to ON (Not ACC or START)position. switch HeadLights to ON. remove HL relay from vehicle. Take DMM and check for Voltage at Pin 1(30) and GRND at Pin 4(85): It should be more than 10.5V and less than 5 ohms. check HL relay for current with Test Lamp at Pin 2(87) with relay energized. re-connect HL relay back in. Check fuse integrity at both pins with Test Lamp. Check at HL bulb socket for Voltage(more than 10.5V) and resistance (less than 5 ohms). Repair and replace as needed. Thanks.

European vehicles are know to have wiring issues, so if the relay is operational then it’s time for circuit tracing.

Where are the relays located for the headlights? I'm good at fixing most things but this I could certainly need help with. I'm trying to avoid going to a mechanic. Thanks.
