Youre saying no power present on start enable wire. starter relay can be jumped with a jumper wire, and vehicle starts. Between ign. sw. and starter relay, there must be a trans range switch. (neutral/ safety) you need to find out about yours. you need a schematic. Of course you have good fuses in both the power distribution center and the dash fuse box...right? The car's shifter is in park or neutral, the brake pedal is pressed, and a helper tries to start, at that point is there 12v on the start enable wire? if not, trace it back, use a schematic. sometimes autozone website can have a schematic. the best ones for free are on automotive database at the library.

in the event the vehicle had a manual trans and clutch, the same (neutral/safety) circuit could go to the clutch switch. When the harness services either vehicle in production, automakers may install a jumper in the clutch connector and tie it off. Then the neutral safety, or its newest name since obdII would be TR sensor once called MLP manual lever position. See why a schematic must be used to map out where it goes, from where, visits what, and needs what condition change in driver controls? A good thing to understand if you are interested, but a technician can answer and solve it quickly.
