I have a 2005 dodge neon sxt l have engine coolant leaking out of the spark plug well and also in oil is that a blown head gasket.

If so would you replace the head gasket or place a used motor in the car

If you can do the work yourself and save on labor cost and take the head to a shop for pressure check and resurface and new valve seals and have valves cleaned up The cost would be much less to do then taking it in for a repair shop bill. Replace the timing belt while at it and water pump if it never been replaced.
