Ac Compressor/clutch not engaging

I had work done on my condensor a few weeks ago. ac as been running just fine.
But now it won't engage, went back to garage and they tell me I need a new compressor.
So I checked the electrical signal going to compressor and when I turn the ac on signal makes it to compressor.
is it the compressor clutch?
Or could it be something else?

The clutch is part of the compressor so it will have to be changes together. if you are getting power to the compressor then it should turn on..

but it doesn't turn on....so I have to change the compressor?
