Is something wrong with the a/c blower?

My wife was driving her 06 Altima and when she cut the air on it was not full power, yet it eventually started functioning right. Then today 6-28-13 she cut it on and it did not cut on till 5m later.  Is the dash switch going bad ?  She says it only happen when she cuts it off and then cuts it on when entering the vehicle again, She stated that if she leaves the a/c switch/knob towards "on" and cuts the vehicle off, then starts the car... it blows immediately.....so the hesitation to blow happens when she turns the knob off and then tries to cut it on again...(sorry for the repetition) My email is mrbenjaminholmes@yahoo.com, please help me ...thanx
