2005 Honda Civic EX heat is only hot while driving

As soon as I stop at a light, stop sign or at an idle it is freezing cold air.  I have had the
thermostat and water pump replaced but still not fixed.  (My check engine light has also
come on and was told the O2 sensor needs to be replaced- not sure if this is related)
