I believe I've got water in my fuel system on
my Dodge Avenger 2012 what process do I
need to go about to get my car started again

Why do you think there is water in the fuel rather than some other problem? If you have so much water in the system that the car won't run then you would have to drain the system entirely.

Because I ran out of fuel and the person that put the gas in the car used fuel can that have water in it so that's why i m almost positive that why water is in the system
