Wipers not working

So I bought a used 2004 Dodge Dakota and after paying
for it I realized the wipers aren’t working I took them apart
and to take the motor off, but I used a volt tester on the
cables that connect into the motor and I get nothing from
it is that normal? Even turning the wipers off nothing.
I just don’t want to go get a motos and end up being
something else.
Any comments or help will be very much appreciated

Check fuses and relay?

Yes I checked fuses and not sure how the relay works but I did try putting the volt tester in there is well and I get nothing from it. I also swapped it with an spare but I guess it’s pointless if no power comes from where it goes
was the key on? was the switch on? that might be your power difference.

Yes it was literally on and the wipers is well I even tried slow and fast option
