Question type: Maintenance & Repair

I have a 2004 Dodge Neon that is in limp mode I have
changed the camshaft position sensor the input and output
speed sensor the shift solenoid pack and still nothing has
solved this issue would it be the TCM that is not allowing me
to go into normal shifting? The engine is strong and 2nd gear
that is stuck in is strong also. Automatic transmission 40te. I
have cleared all the codes except for PO 700(x2) PO 731.

You should have a transmission shop look at it. Probably time for a new one.

Original codes are po344 camshaft position sensor circuit intermediate, PO700 automatic transmission control system malfunction, po562 battery voltage low input, po731 a/t additional gear ratio error in first year. I have been able to clear all the codes except for PO700 and po731. I am a mechanic and I can rebuild it myself I am looking for people with knowledge of this malfunction or the routing which I should take to be able to help fix this. I am looking for knowledge not a transmission shop.

I have a neon doing the same things myself just hit limp mode yesterday when I got it back from having the timing set and water pump installed bc unfortunately it had been down for over 6 months I returned it to the mechanic today so he can look further in to it for me so if I find out anything else I'll post back...

P0731 is a generic code. You need to read and clear the transmission fault codes. Your generic scanner is only pulling ECU codes. If a code is stored in the transmission module, you can not clear with a generic scanner. There is a good article that explains limp mode very well. https://www.youcanic.com/wiki/limp-mode I would clear the codes from the transmission module and see if that works.
