Should a 2012 Lincoln Navigator roll if it is in drive with the motor off?

I think it is pretty normal for any vehicle on an incline to roll away in drive with the motor off (or with the motor on). Park is the only gear that holds a vehicle in place with help of the transmission. Now, on any grade of hill you should apply the parking brake to keep a vehicle from rolling away.
