WHAT IS WRONG WHEN THE CAR STARTS TO SHAKE WHEN IT REACHES THE SPEED OF 70 ?

Could be a lot of things. Wheel balance is often an issue -- have tires balanced and alignment checked. Could also be loose tie rods, sway bar bushings, etc. Could just be the fact that it's a Neon, they drive a lot rougher than other small cars, not knocking them, just that they seem to have more vibration and road noise than similar vehicles.
WOW - this is shocking; I have a Neon that shakes, more like about 45 mph. Gesh there little horn it's not the tires or balance we just changed the transmission/motor mount BUT... maybe you are correct it is a NEON after all.
I have seen this before look at your cv shafts for missing/damaged balancing weights Most speed limits are 65mph max that i've seen.
Most if not all Neons start to shake when you reach 70 mph. As long as its not a really bad shake, you should be ok.
It's a very common issue with Neons and is commonly called the "70mph Shake" for obvious reasons... Sometimes it's all the thing listed above, but more than likely it's a bad suspension bushing. They tend to rot out very easily. Prothane makes aftermarket suspension bushings for many vehicles including the Neon.
