2003 Dodge Stratus SXT 2.4l not getting fuel runs on starting fluid

i have a 2003 dodge stratus sxt it has always ran fine and one day after work i got in
to drive home and it wont start. i took it home and it starts fine on starting fluid, so i
scowered the internet to find a wiring diagram of the fuses and relays and both fuel
pump relays in the fuse panel on the drivers side click and seem to be getting power to
them, so then i replaced the fuel pump, and still no firing. i read that with these 2.4l
engines the fuel pump only runs while the car is cranking but i have a feeling it is not
working for some reason. if anyone has any ideas to what could be the issue anything
will help
