Do I need a new fuel pump?

I've got a 2002 dodge dakota slt 4.7 Every time I start it i have to turn it over,
then turn it off, then turn it over and it starts ans sputters and surges to life.

    I have a 2002 dodge Dakota rt. The fuel pump is only pumping air. I just put gas in it and it's at 1/2 tank so I know it's not low on fuel. This is a first for me.
