Either the fans are defective and drawing too much power or you have a short in the wiring.

This is a tricky one as the fans are controlled by the ECM. That said, there's also no reason fuses should blow unless one fan is shorted out or overheating from blockage? Weird....
Fans work for 15 secs then both new 25A fuses burn out again
