How do i check fuses

I have a 03 crown victoria last night both headlights went
out on me ..i could not get them to come back on at
all..both bulbs are fine

It is probably the light control module. Contact your local Ford dealer service department along with your VIN number. It may be one of those that the safety recall covers.
