Being a former Police vehicle, I'm certain you'll find a lot of "stuff" like that. It can make for a long day whenever I get a Patrol Car in for an electrical problem. Sometimes, it's hard to tell if the concern is a factory problem or and aftermarket problem. You wouldn't believe the extra looms, cables, splices, relays, switches and "stuff" that's altered on these cars. Did you know that most Police vehicles are set up to turn off the stereo when they go "Code 3?" Flashing headlights, BIG alternators, radios, LoJack units - I could go on and on. We have a fleet of 800+ Crown Victorias from 1997 to 2012. I would somehow insulate the end of the wire and tape it out of the way - there's no telling what it's intended purpose is or was.
