Fuse location for fan blower in 2013 police interceptor sedan?

My cars fan blower stopped working after using a
drive through car wash, i heard a sizzle sound
while exiting and wasnt sure if thats what it was,
but it stopped working the morning after that wash,
it has been very cold -20 ish, could it be the fuse
and where would i find said fuse? I dont have a
manual

Note the fuses in diagram, I believe two of the fuses, hot all the time. One fuse goes hot with the key on. Not only check the fuses, use a test light and check voltage at fuse. In the diagram, at blower motor, top wire is voltage, bottom wire is ground. If you have good voltage and ground at the blower motor, and no blower action, suspect the blower motor. At the moment, it does sound like a fuse or the wiring circuit or connector melted.
