Strobing headlights.

Even with vehicle off.  My headlights strobe and
flashers flash.  This is new to me. Any ideas how to
stop this.  I have video someone wants to see it.  
Yes my head light switch is also turned off.  
Disconnected the battery and than reattached it
and once the positive side touched. They started to
strobe instantly

Make sure to switch "Disco" to "off" on headlight switch. What's that, you say you don't have a disco setting on your dash? Then try this forum post: "2002 Grand Caravan headlights flashing continuously" - http://www.dodgetalk.com/forums/showthread.php?t=110642

I have the same problem on dodge caravan, could you tell me what was the part replacement that fix the problem?
