I've recently bought a used Dodge Dart rallye with
the turbo with 40,000 miles on it. The next morning I
went to go start it up and when I did it let out a
huge cloud of white smoke, but within 30 seconds
all the smoke was gone and it stopped, drives fine
but I'm not sure if this is a serious issue or not

Could be anything, could be nothing, just gonna have to drive it and keep an eye on it. If it happens again, take note of the smell of the exhaust.

It happens everytime if the car sits for a lil while or overnight, I feel like it might be a leak somewhere and when it sits it builds up and everytime it turns on it burns it out, it only smokes for seconds, but it smokes more the longer it sits

In what you describe, it sounds like oil. When this happens when it sits, oil would be seeping threw the valve guides & seats. If it were antifreeze, it would be continuous white smoke with a sweet smell.

So what type of repairs would you think are needed. I've checked the oil and the water and there's no mixture. And it runs and drives just fine

Right now it may not be bad enough for repair. Eventually it will start throwing some emissions codes. Thats when you would need repair to pass emissions. Head repair would be in order, BUT it is possible that something is wrong with the pcv system or the egr valve system, which I would thing is more than likely since it is a 2013 model car. I would just bring it in somewhere and have it looked at.

Be sure you're using the correct 5w40 motor oil. The way some diesel engine lifters go flat after a week or two unused, the Fiat turbo will flatten out makes starting a big problem sometimes and gets much worse when people think its okay to use a thinner 5w30 grade

I have same problem with white clouding vapor with sweet syrup smell, its not smoke, on my 2013 dodge dart rallye 2.0.it was low on antifreeze..its not oil, its antifreeze.check engine light came on saying cyl 1 misfire. But car wasnt missing and .put mine in shop on 10-22-18, replaced spark plugs, coils, check engine light came back on, replaced head, a new odd code appeared, replaced pcm, code still on..now looking at cams..car still in shop as of today 11-23-18, for over a month now..it had less than 70,000 miles on it too..i bought tge car on sept 28,2018 and havent even got to put 100 miles on it.
