I really don't know too much about the 2013 Hondas, but I can see no connection between your brakes being frozen and the car not starting. Even if the brakes are frozen, the car should start. There is a brake switch safety lock switch on most vehicles and it simply completes an electrical connection when you step on the brake pedal and hold it down while starting the car (for safety reasons so the car can't be started in gear basically). I would first check that switch located under the dash on/by the brake pedal lever and see if it is still in it's proper place and tightened securely and to make sure nothing is stopping the brake pedal from traveling up and down as it should. What happens when you turn the ignition key to the start position? What sounds do you hear and what exactly does the car or engine do or sound like?
