How do I report on a dishonest dealer? David

I assume they are all out to screw me until they prove otherwise. A local dealer here in central CA had a lease return 20,000 mile Silverado at what I felt was a reasonable price. We hammer out a deal, and when it came to financing (he didn't know I'd already gotten it before I went there), he had a filled out credit App already done and slid it in front of me. Not necessary I said, already done. A car broker friend of mine told me the dealer gets a base interest rate, and can add up to 2 points, which goes to them. I didn't know that, I thought the bank set the rate. I drove the truck home, the next morning, Wells Fargo bank calls and say my loan was ready, could I come in and sign? The prick had signed the application and sent it in anyway. I stomped down to the dealer and came very close to leaving the truck there and telling them to fuck off. But I got the feeling that this was normal operating procedure, and they weren't doing anything about it. I won't buy another vehicle there, and of course the salesman that did it was either hiding or they said he wasn't there. Blatantly tried to scam me out of a couple thousand dollars. Stowasser GMC/BUICK in Santa Maria was the dealer.
