Engine lock for no oil

The engine stopped for no oil, leaked on the road.  
I put 4.5 quarts in it and it has not leaked in 2
hours not running.  How can I unlock the engine
do check for leaks when it is pressured?

The engine may have seized. Does it crank? Try pulling plugs to relieve compression and crank it, if no go you may as well start shopping for a new engine.

No, oil looks like it sprayed from top somewhere, it appears to have a safety lock not allowing it to crank, the driver said all the dash lights came on and the engine stopped in 1 city block, 2.5 liter engine needed 4.5 quarts to put it halfway up the oil stick

The miles on the engine are irrelevant. When you run it out of oil the damage is irreversible without a full engine rebuild.

It does no act like it is sending electricity to the starter

Thanks, the safety systems are what I am trying to rule out first since VW has a lot of them, hope you guys have a great new year also
