my car seems to be getting stuck when going down or up a hill

I have a 2013 Toyota Corolla LE and I was
wondering is it normal for to get stuck
around the 2000 rpm when going down a
hill or sometimes going up a hill and it has
got stuck just while driving normal
sometimes too I was told it was normal
because it has a drive by wire transmission
but I was just wondering if this is normal

the drive by wire is the shift interlock system so that has to do with shifting gears not speed your TPS sounds like it is stuck
Drive-By-Wire is the throttle not shift interlock. Shift interlock is what keeps it from being able to be put in gear without your foot on brake or clutch. Some 2013 Corollas have a CVT Transmission and some not. Regardless it's not normal to be limited to 2000 rpm uphill but it does have an automatic engine braking. A 2013 has a 5 year 60,000 mile Drive Train warranty and you really should have it have it looked at, not going over 2000rpm something is wrong

well driving like just flat ground it drives normal but going downhill is when it gets locked in the 2000 rpms and then when you level out it goes back to normal does that sound normal
No. Unless it's a very mild grade of a hill, that might happen. But if it's fairly steep, the engine should run up a bit, gravity will pull it down and the engine braking uses the transmission to help slow it or at least keep it from going any faster, and the engine will go over 2000....my Corolla does this but on a steep grade will run up as high as 3500 rpm
PS Especially when you say 'locked' if you push the throttle and it does not run up past 2000 the EPC (Drive-By-Wire) or Electronic Power Control) needs to be looked at
