My neon makes these noises when Its cold, im worried if its a serious issue, I need help

I have already done oil change, pretty much
a tune up, but it still sounds the same 1998
2.0 SOHC DODGE NEON

think I may have responded to this. Your belt tensioner may be out of alignment. The spring tensioner is equipped with a means of changing the angle slightly to accomodate alignment. The tensioner bearing might be all worn out too, causing the misalignment.

It sounds like a bad bearing. Remove the belt and spin each pulley to see which one it is. You can also use a stethoscope but be careful of rotating parts.
