Power steering is out - is the power steering pump the most likely problem?

May sound a little retarded, but I'd check the drive belt and make certain that it is in good condition, then check the fluid level. If that's good, I'd disconnect the drive belt and see if the unit turns freely. If the fluid level is low, I'd check pressure hoses for leaks, especially the high pressure hose. After all that is completed, Last on my list is the steering box and steering controls under the vehicle especially if you take it off road. May sound anal, but there is no sense in doing the job part way and throwing money at the problem. That's what a lot of "mechanics" do, especially if it's someone else's money.
