i have a 95 neon that wont turn over. I've checked the battery, starter and the clutch safety switch and all are good. Any suggestions

check the starter relay, swap it with the horn relay and see if it will start

How did you check the starter? There is a small ground strap on the case of the starter if this small strap is weak and or corroded to the point where it barely makes contact it will do the same thing. possible ignition switch problem? Does the dash dim when you put the key in the start position?
