I brought1982 928 that had been sitting in the rain without a windsheild, when I connected the battery the car turned over without the key in ,and smoke came from the gauge cluster

Water has a way of ruining electrical things.
Probably the most complicated electrical system in the auto industry. You might want to get another car.

I'd unload it unless you're a DIY electrical and electronic wizard.
Unless the car is otherwise in mint condition, part it out or sell it on. You will spend a fortune trying to fix it and may never get all the issues address without a complete rewire and many new electrical parts.

It is not water damage at all, the ignition fell apart and the ignition contacts were touching, causing the car to turnover without the key. The smoke came from loose parts touching the contacts.The ignition was put back together and the problem was solved.
Glad you fixed it. Get an electrical inspection done to make sure the rain has not affected anything else.
