Ford Focus radiation cooling fan runs all the time when the vehicle is turned on

Fan runs...turns on once I start the car and will turn off when I turn the car off.
If I turn the car on and the heater fan at the dash is off...then the radiator
cooling fan will not come on but if the vehicle is running and the radiater
cooling fan is not running....when I turn on the dash heater fan it will also turn
on the radiater cooling fan and it will continue to run until I turn the vehicle
off...even if I turn off the dash heater fan. How is that connected. Is it a relay
or are we in to computer stuff?
