Is the radiator fan supposed to not run all the time?

So i just got my first car (Golf 2 CL 1987) and i just noticed that the radiator
fan is not running even after i took at 10 min drive and the coolant hose/
radiator was pretty hot to tuch. Is that normal or is the fan broken?

Test the fan. start the vehicle turn ON the AC the fan will come on UNLESS there is a problem with the motor or fan circuit.

As long as the car is going down the road, airflow will cool it off- the fans are for sitting idling with the engine running- so just let it sit, idle, and watch your temp gauge- if it goes up into the red and the fan doesn't come on- well- then ya know!
