A little more History would help with the Diagnosis of this problem. So, what's the story? Did four individuals attempt to operate all the windows at the same time? Did each window get stuck one at a time? Any warning lights on or flashing when the engine is running?

Will the front windows go down even more? The backs only go half way down normally, but obviously the fronts should go all the way down. I believe the windows are not individually fused like all other electronics in the car. This is so they'll work under water should you find yourself in the drink. However, there should be a master fusible link that is REALLY hard to blow and would require major overload to blow it. All 4 windows getting stuck half-way down is not something that is normal unless the link is blown and the entire car is void of power. The more details you can supply, the more we can help.
