2014 Forester XT - service manual says to use 0W-20 synthetic oil. The filler cap says 5W-30. Which is correct, and why the discrepancy?

Go by what the owner's manual says or call your local dealership's service department and ask them. It may have the wrong oil filler cap on it.

Those two weights are not far off from each other- the heavier weight for summer-

I am pretty sure the turbos call for 5-30w. Double check your manual, the 0-20w is for the naturally aspirated cars which use a lot of oil, at least mine does.
