not turn over as in Not do anything at all. Or the starter will "turn" the engine over but it wont run?

ya, starter, battery, solenoid, battery cables, or ign switch.

Check to make sure you have voltage going to the solenoid bolted on the firewall near the battery. Then check voltage from solenoid to starter while someone holds the key to start. Somewhere between the battery, solenoid, and starter you may not be getting voltage. If voltage is present at the starter, the starter may be bad.
