The brake fluid should not freeze up in cold weather. Also, when the car sits idle the brakes are not applied, except the emergency brake, if in use. Are all the brakes locked up or just one wheel? Sounds like a mechanical problem, check all the brakes. Also, brake fluid tends to get contaminated with water, especially after thirty years if not changed. Once you find the problem bleed the entire brake system with new fluid. It does not suppose to be black.
