Engine Surges at idle

Asked by 81_Ford_F250 Aug 15, 2017 at 11:16 PM about the 1981 Ford F-250 STD Standard Cab 4WD LB HD

Engine runs smoothly at start up, but when the
choke opens it starts to surge. I've rebuilt the
carburator, replaced fuel pump and filter. Replaced
vacuum hoses and intake/exhaust gasket. New
plugs, wires and distributer cap. All have been
checked and rechecked...
What am I over looking?
