88 F-250 problems

Hi all, brand new to this forum. Just
bought a 1988 F-250 XL 5.8 automatic.
204,000. Bought this from a kid that
couldn't figure out the old trucks problem
and I'll be damned if I can either. Fuel
pump continues to run with koeo. Will not
start without the help of some ether. And
runs terrible (misfiring when it does start).
Checked compression (120 lbs per
cylinder, not great but for its age and
mileage meh). Checked spark, it's good.
Checked fuel on the rail at test port. It's
good. Before I bought this truck for a mere
500 bucks, this kid replaced the following
trying to fix its problem. New battery,
alternator, fuel pump, maf sensor, tps,
whole new distributor assembly, new plugs
and wires, egr and EEC!! Seems to be a
bad ground maybe. I have swapped fuel
pump relay with a trailer harness relay and
no change. Same with EEC relay. I have no
idea. Thank you in advance.

You checked the fuel pressure? Did you actually measure the fuel pressure? 120 psi compression is not great, did you do a wet compression test?

Yes I checked fuel pressure. 40 before starting and 30 while Idling.

NO MAF sensor in "88...I suggest you treat it like a total rebuild. Once the EEC been changed everything's out the window I go through every system and assume they are all bad or wrong until they prove out same for every sensor... Begin with a multimeter checking resistances voltages. better yet if you have an oscilloscope for checking wave shapes... Really an '88 5.8 like this is almost a minor restore! KID could have Mixed parts too. First service the fuel pump circuit KOEO Make sure the fuel pump is NOT running .

My first thought is something could be shorting out that exact part in the eec. So when he put a new one in it could've don't it to the new one. Says 2015 on the computer. I haven't yet cracked it open to check for bad capacitors and such yet. Will need to look into that.
