87 Ranger 2.9L Not Sendingnpower to relay.

I have an 87 Ranger 2.9 I’ve replaced both fuel
pumps, bypassed inertia switch, fuel relay, and
when you turn key no pump. Also the coil has
power on both sides, is this normal on a new coil?
Ignition module is also new. So, wiring, bad parts,
or look at the computer? ‍♂️
