Passenger side parking light won't light w/headlights on, but will blink w/turn signal on.

Passenger side parking light won't activate with headlights turned on, but will blink when
turn signal is activated. All other lights are working fine. Bought the car this way last
month. Read about similar problems here where the turn signal didn't work, but parking
light activated with the headlights on (opposite my problem). Any ideas?

The blinker and regular light are using two different filaments. Change the bulb.
