Shimming a starter and checking solenoid. My car
is making a whirring noise when I try to turn it over.
I think the starter can't reach the flywheel  so it
can't ignite. I think I don't know anything about
cars I'm just trying to learn as I go

Your guess sounds like a good one, check the pinion gear is actually engaging the flywheel. Your starter may not need shims, so removing those will certainly get the pinion gear closer to where it needs to be.
