El Camino A/C compressor not hooked up

I'm looking at a 1984 El Camino and the A/C  has no belt on it the compressor turns free,
the man said this model is a cheap fix. If this is true, what am I looking at $$$ wise

The cost will depend on what all is wrong with it. It's a 1984 and if it's never been converted to the new coolant you will probably end up replacing everything in order for it to run dependable.
