2003 dashboard lights and car dont start

My car was running fine until one very cold night i
went to drive it a out 20miles out the gas, abs,
brake, oil, battery lights all started flickering and
my rpm wasnt moving as i got home 10 more
miles the car cut off and wont start unless i jump it
but shortly as i remove cables it cut off about
4miles. Ive replaced the battery, fuel pump and
brake system and new starter all in 2015 and 2016

Sounds like there is a problem with the alternator. This is what keeps the battery charged up when the engine is running, and supplies electrical power to your car. Should have the charging system checked out.
