What kind of transmission do I need to get for a
1999 crown Victoria police interceptor? Can I use
one from any model up to a 2010?

Model# 4R70W. 1998-2002 is direct swap for PI. The "civilian" 4R70W has a shorter tailshaft and shorter tail housing; therefore, you'd have to run the steel "civilian" driveshaft instead of the PI aluminum. There are also differences in the valvebodies to give the civilian cars a smoother shift.
