Assuming 4.6L for both, yes, bolts right in. Swap the ECM over too.

Police version runs on 200 amp system and has two independent power systems, one for accessories like radios and equipment. The pcm for the car should remain in the same vin i would think.

The 2007 has a pcm and the wire harness gets frail after 10 years which they dont make replacements so be gental.

No, the 03 crown vic is too outdated electronically. Sadly.

just use harness from 2007 and all otjer parts from 2007 and it will fit.

Swap over drive train, or swap intakes, exhaust, wire harnesses, etc., or just short block, lot of options.
