2000 crown vic police intercept

The lcm shorted out. The replacement sparks
when we touch it to metal under the dash. Only
when ignition is on. When off headlights work, but
nothing else. There is a short but where to look.

i have seen this when a police wigwag shorts out. eats lcm and replacement sparks like pos to ground. hope it helps
