So I am interested in purchasing a 2004 CVPI, it is in overall good condition,
but has no computer. If i got a computer that was programmed to the VIN of
the car, would it still run properly?

I would strongly suggest that you avoid the CVPI cars. They mostly have had really hard lives and have frequent problems.
