Probably bad ground connection. Find the ground wires for the headlights and clean them. Since all your lights are dim you should clean all ground wires you can find, the grounds from the battery to the frame are very important, frame to the engine and engine to the body, as well as the external grounds for the head lights and tail lights.

The headlights have their own separate ground, try to clean the sockets as well, humidity creates corrosion in them. A wiring diagram will help you, go to this online address: www.alarmsellout.com/.../diagrams/. The wiring is the same for Ford and Mercury from 1991 to 2005.

Did you turn up the brightness? The control should be by your headlight switch.
