2005 ford crown victoria has no power steering, a/c and heater control is not working

Serpentine belt is OK, there no power going to a/c and heater control also the brake light stay on. It like fuse or relay blown can find either one.
My dealer did the recall repair on lighting control module, and this happened to mine, they refused to take responsibility but it was a direct result. I checkedand changed all fuses, bulbs, battery terminals inspected wiring, and then went to inspect repair, used some cable ties to better secure the bypass that was installed. I even went so far as to buy a new battery, never really narrowed it down, except that some wires were groinding out around repai. I still have to fonzie kick unit to get daytime running light, thus tail lights....to work. My cruise control still hasn’t come back to life but dealership dismissed their responsibility. If you find a narrower cause or fix, please share.
