2006 ford crown Victoria cooling fan issue

I have 06 crown Victoria PI, cooling fan is not turning on
when ac is on or when motor starts to heat up. I've tried a
new relay in under hood fuse box(102 I believe). I've tried
a new cooling fan module and that didn't work so I went
with a new a fan and module and still no luck. When I
tested new module and fan I only had it plugged in and
turned AC on and it didn't work, don't know if there's
another way I should be testing if it works or not. My last
guess is PCM but I was wondering if someone else has
figured out a cheaper fix.

Begin by scanning the EECV (for any DTC codes) Next, the only control it has to the cooling fan is ground signal from the ETC circuit. Look online this is a simple circuit Check it with multimeter begin reading at the control module. P071 cars always get abused check all connectors, harness. etc

When you say EECV do you mean PCM? When I tested for power to the connectors leading to module they both have power and ground then when I plug in module and retest on other side of module it has no ground.

Checked the diagnostic trouble codes and I had no codes (no failures). So that eliminates that providing any answer. I've tried just about everything expect pcm replacement, it's all I can think of.. I want to simulate a signal to the dorman cooling fan module on the tiny signal wire, but I have no idea if that will work. I assume it's a 1-5v signal...
